- Develop organizational models or brokering mechanisms which smooth the difficulties of planning and operating on a regional or inter jurisdictional basis and between public and private partners.
- Promote more coordination at Federal level with programs such as Healthy Start.
- Review organizational placement of immunization registry function within state and local health departments.
- Use new National Public Health Performance Standards Program (NPHPSP) pilot and the Public Health Preparedness and Response for Bioterrorism initiatives to leverage, integrate and promote immunization registries in state and local health departments.
- Enable records sharing and participation of schools and daycare.
- Provide resources to help projects understand and document software intellectual property legal rights and usage issues.
- Reexamine MCO participation in the light of their precarious position in many parts of the country.
