In 1996, MCC was facing a diminished revenue stream as Medicaid
fee-for-service moved to Medicaid managed care, as Federal and State
programs began to shrink, and as an increasing number of grants and other
funding sources had to be sought for the agency to remain viable.
MCC prudently realized that a modern information systems infrastructure
would be the basis for a new strategic direction.
MCC applied for and was awarded a grant from the William Penn Foundation
to fund this effort.
MCC engaged a consultant to:
- perform a requirements study,
- recommend, design, develop, and deploy a new information system for case
management, claims processing, production and utilization reporting,
reporting to funders and supporting research.
- automate office functions (Office 97)
- provide e mail
- design a World Wide Web page for the agency
While MCC understood that new technology was critical to supporting their
mission, they were not aware of how the methodology and process used by the
consultants would transform the organization and its work.
