Vaccine Provider Agreement System (VPAS)

An open source solution to support CDC COVID-19 vaccination program provider agreement requirements

COVID-19 vaccination providers participating in the CDC COVID-19 Vaccination Program are required to sign a CDC COVID-19 Vaccination Program Provider Agreement. Providers are responsible for adhering to all requirements outlined in the agreement. 

To help the New York City Citywide Immunization Registry (CIR) meet the CDC COVID-19 Vaccination Program Provider Agreement requirements, HLN Consulting developed the Vaccine Provider Agreement System (VPAS). VPAS is now also being utilized by the West Virginia Department of Health and Human Resources (DHHR) – Bureau for Public Health which successfully migrated to VPAS from a legacy system.

Key features of VPAS 

  • Supports participation by multiple members of a provider organization team to complete various sections of the same vaccine provider agreement forms
  • Use of Magic Links (i.e., Passwordless Authentication) to authorize users without the need to create named accounts
  • Exports the CDC-required extract of provider organization information
  • Support for integration with Immunization Information Systems (IIS)

HLN offers a hosted version of VPAS to any jurisdiction; the jurisdiction must bear the cost of any customizations required, though HLN will contribute the hosting fee. A full description of VPAS is available showing its key features.
